The storage layer under most pirate sites

A cyberlocker is an online file-hosting service that stores files uploaded by users and gives out links that others can use to download or stream them. On the surface it resembles any cloud storage service. In piracy, cyberlockers are the storage layer behind a great many download sites, streaming sites and link aggregators: the site provides the catalogue, and the cyberlocker holds the copy.

Uploader rewards and the business model

Some cyberlockers pay uploaders according to how often their files are downloaded or viewed, and earn their own revenue from advertising and from premium subscriptions that remove waiting times and speed caps. That model rewards popular files, which in practice means new films, series, games and books. It also explains why the same title is uploaded again and again: each new link is a new earning opportunity for whoever posts it.

Video-focused lockers stream files through an embeddable player. These are what most pirate streaming sites actually play from, even though the visitor only ever sees the streaming site's page and branding.

Cyberlocker or hosting provider

A cyberlocker is not the same as the company that hosts its servers. The locker runs the service, accepts the uploads and controls the files. A data centre or cloud provider rents it the machines. Notices normally go to the locker first, because only the locker can remove specific files quickly. The hosting provider becomes relevant when a locker ignores well-documented notices, which some do by design.

The terms cyberlocker and file locker overlap heavily. "Cyberlocker" is more often used for services where public sharing and paid downloads sit at the centre of the business.

Notices, repeat uploaders and what the evidence needs

Cyberlockers respond to notices with very different speed and thoroughness. Some remove files promptly and offer bulk reporting tools; others leave notices unanswered. Whether a locker can rely on hosting safe-harbour protection depends on the country and on how it handles notices and repeat infringers, which calls for legal review rather than assumption.

Evidence for a cyberlocker notice should include each file URL, confirmation that the file was retrieved or played and matched to the protected work, and the uploader identifier where one is visible. Patterns across uploads, such as one account repeatedly posting the same title, support requests to close accounts as well as files.

Because so many pirate sites embed cyberlocker players, removing the stored file takes the copy off every site that embeds it at once. For that reason, content protection work treats this hosting layer as a primary target alongside the sites that link to it.
